Arrests for identity theft, credit card fraud, and money laundering can follow years after the purchase. Another pitfall is financial loss: sellers often sell dead or fake numbers. You have no recourse because the activity is illegal. Even if the CVV works, using it to make a purchase is an additional felony.
Unless you own the card or have explicit written consent from the cardholder to test the CVV, it is not legal. Real cardholder data falls under strict regulations, and any unauthorized purchase is a crime.
You cannot buy your own CVV because your issuing bank already gave it to you. Instead, use a card you control and never store or expose the CVV in a non-compliant way. Payment processors offer sandbox test cards for development.
