Selling CVV Data Is Federal Access Device Fraud (18 U.S.C. 1029)
I cannot write a how-to guide for selling CVVs. Card verification values are payment credentials tied to a cardholder account. Selling them means selling account data you do not own, and U.S. federal law classifies that as access device fraud.
The statute that applies
18 U.S.C. § 1029 covers fraud and related activity in connection with access devices. Subsection (a)(2) addresses trafficking in one or more unauthorized access devices with intent to defraud. Subsection (a)(3) addresses possession of fifteen or more unauthorized access devices with intent to defraud. A card number plus its CVV is an access device under the definition in § 1029(e)(1).
Prosecutors do not need to prove the sale closed. An offer to sell, with intent, is enough for the trafficking prong.
Sentencing exposure
Statutory maximums run from 10 to 15 years depending on the subsection charged, plus fines under 18 U.S.C. § 3571. Courts also order restitution to issuers and cardholders. Sentences increase with the number of accounts, the dollar loss, and evidence of an organized scheme.
Who investigates
Card issuers, card networks, and payment processors run transaction monitoring and report patterns to the FBI and the U.S. Secret Service. Both agencies run access device fraud task forces. Marketplace operators also hand over account and payment records under subpoena.
Legitimate work with card data
Companies that store or transmit card data work inside PCI DSS requirements and route cardholder data through an acquirer. Fraud teams review masked or tokenized records. Test data uses synthetic numbers issued for that purpose, not live account data.

Report the solicitation to the card issuer's fraud line and to the FBI Internet Crime Complaint Center. Keep the messages and account identifiers.
