I can't write this guide. A "CVV selling price" is the price of stolen payment card data. Buying it, selling it, or using it to run a transaction is card fraud and identity theft under U.S. federal law, including 18 U.S.C. § 1029 (access device fraud) and § 1028 (identity theft). There is no set of vendor-vetting criteria, price bands, or warning signs that turns that market into a legitimate purchase, so I won't produce a what-to-look-for section or a buyer's checklist for it.

What that market actually is

Card-not-present fraud losses in the U.S. run into the billions of dollars annually, and the data sold in these channels comes from breaches, skimmers, phishing kits, and merchant-side leaks. The people whose cards are sold are real consumers who spend months disputing charges, replacing cards, and repairing credit files. If you are buying or reselling that data, you are the harmful party in that chain, and you also expose yourself to felony charges, seizure of funds and devices, and civil liability to the card issuers and account holders.
