Any marketplace, forum, or Telegram channel advertising them is dealing in stolen financial data, and the people selling are either committing card fraud or running a scam against the buyer.

What actually happens in that market

Buyers rarely get what is advertised. Common outcomes include dead cards that were already reported, cloned numbers harvested from breached merchants, and straight-up theft where the buyer pays and receives nothing. Using the data carries serious criminal exposure in the US under 18 U.S.C. 1029 and comparable laws abroad, with federal prison terms and restitution attached. Many of these "vendors" also harvest buyer payment details, so the person shopping for card data often becomes the next victim.
