Websites that advertise CVV numbers for sale are fraud marketplaces. They traffic in payment card data taken from cardholders without consent. Buying, selling, or holding that data is a federal crime in the United States. No legal vendor sells another person's card data.

What a CVV is

A CVV is the 3-digit code on the back of a Visa, Mastercard, or Discover card, or the 4-digit code on the front of an American Express card. Card networks call it a card verification value or card security code. It exists to prove the person entering the card number holds the physical card.

A merchant may ask for the code to authorize a sale. PCI DSS Requirement 3.2 forbids storing it after authorization. A site that lists CVVs for sale got them by skimming, phishing, a data breach, or purchase from someone who did.

18 U.S.C. 1029 covers fraud and related activity with access devices. A credit card account number is an access device under the statute. Trafficking in access devices, which includes selling card numbers and CVVs, carries up to 10 years in prison for a first offense, up to 15 years for certain repeat or aggravated offenses, and fines.

Prosecutions also use 18 U.S.C. 1028 for identity documents and 18 U.S.C. 1343 for wire fraud. Sentences stack. Cases cross state and national lines, so federal venue applies.

What happens to buyers

The transaction has no legal remedy. A buyer who pays and receives nothing cannot report the loss without describing the purchase. Sellers on these sites use aliases and can exit at any time. Some sites run by law enforcement during an investigation. The FBI and other agencies have seized carding domains and replaced them in past operations.

What cardholders can do

  • Cover the CVV when the card leaves your sight.
  • Use a virtual card number for online merchants when the issuer offers one.
  • Read statements each month and dispute charges that are not yours.
  • Ask the issuer for a new card number if the data leaked. A new number retires the old one.

Reporting

Report card fraud to the issuer first. The issuer can reverse charges and close the account. Then file a report with the Federal Trade Commission and with the FBI Internet Crime Complaint Center. Both keep records that support later prosecution. A police report with your local department adds a second paper trail.
