CVV Online Sale Option: What It Means and Why It Is Illegal
Short answer
There is no legal "CVV online sale option." A CVV is a security code printed on a payment card. The code belongs to the cardholder and the issuing bank. Anyone who sells a CVV is selling stolen account access. Anyone who buys one is buying stolen account access. Both acts are federal crimes in the US.

What a CVV is
CVV stands for Card Verification Value. Visa invented the term. Mastercard uses CVC. American Express uses CID.
- Visa, Mastercard, Discover: 3 digits on the back.
- American Express: 4 digits on the front.
- The code is not stored on the magnetic stripe or the chip.
- The code is not printed on a receipt.
The code exists to prove the buyer holds the physical card. A merchant asks for it during a card-not-present transaction, such as an online order or a phone order.

Why CVV sales are illegal
Selling card data falls under 18 U.S.C. § 1029, which covers access devices. Trafficking in unauthorized access devices is a felony. Penalties reach 10 years for a single device and 15 years for larger operations. Restitution and forfeiture apply on top of prison time.
The FBI and the Internet Crime Complaint Center track card-data trafficking. Buyers are not shielded by the seller. Prosecutors charge the person who uses the data, not only the person who lists it.
Why a stolen CVV rarely works
Sellers of CVV data make claims that do not hold up against current card controls.
- Issuers run risk scoring on every card-not-present authorization.
- Address verification checks the billing address, not just the code.
- 3-D Secure challenges many online transactions with a bank-side prompt.
- Cardholders can freeze a card in a banking app in seconds.
- Chargebacks reverse the charge, and the merchant bears the loss first.
A buyer who pays for a CVV usually loses the payment and receives nothing usable.
PCI DSS rules on CVV storage
The Payment Card Industry Data Security Standard bans storage of sensitive authentication data after authorization. That data includes the CVV, the full magnetic stripe, and the PIN block. Merchants that keep CVV values after an authorization fail the audit. Requirement 3 of PCI DSS covers this.
Legal ways to take card payments online
- Open a merchant account with a bank or a payment processor.
- Use a hosted checkout page so card data never touches your server.
- Enable 3-D Secure and address verification.
- Tokenize card numbers for repeat billing.
- Keep the CVV out of your database and logs.
How to report CVV trafficking
Cardholders report unauthorized charges to the issuing bank first. Suspected trafficking sites go to the FBI's IC3 portal. The FTC takes reports on consumer fraud. Merchants report card-testing attacks to their acquirer.
If you received a message offering CVV data for sale, that message is a scam or a crime, and often both.
