No Legit Market for CVV Data: Why Selling CVVs Is Illegal
There is no legitimate place to sell CVV data. Trafficking in card verification values is card fraud under U.S. law; use lawful payment and fraud-reporting channels instead.
A card test chargeback is a dispute filed against a small, low-value transaction that a fraudster ran to confirm a stolen card number would authorize. The test charge itself is often a few cents to a few dollars, and the chargeback lands weeks later, either from the real cardholder who spots an unfamiliar charge or from the attacker disputing the same test. Because card testers fire hundreds of these charges at once, the disputes arrive in clusters and can push a merchant past card network fraud thresholds.
A normal fraud chargeback follows a real purchase of goods or services. A card test chargeback usually follows a transaction with no genuine customer behind it: a trial signup, a donation button, or a $1 authorization on a stored-card page. The disputed amount is trivial, but each dispute carries the same fixed chargeback fee.
Most test chargebacks originate with the legitimate cardholder, not the attacker. The cardholder sees a strange $0.99 charge, calls the issuer, and the issuer files a fraud dispute. Some attackers do file their own disputes, using the process to probe how a merchant responds.
Stop the test before it becomes a dispute. Rate limiting, CAPTCHA on card entry forms, minimum charge amounts on donation and trial pages, and required CVV and AVS checks remove most automated testing traffic. 3D Secure authentication shifts fraud liability to the issuer and gives you evidence that survives a 10.4 dispute.
Pair those controls with monitoring. Alert on authorization spikes, track your monthly dispute ratio against network program limits, and enroll in chargeback alerts such as Verifi RDR or Ethoca to resolve disputes before they post. Refunding an obvious test charge costs less than the fee.
Networks place merchants in dispute monitoring programs once fraud dispute ratios and counts cross set limits, which brings monthly fees and account review. Acquirers may raise reserves or terminate the account. A sustained card-testing attack that goes unanswered also buries genuine customer disputes in noise.
Rarely on the strength of order data alone. Fraud reason codes are decided on authentication, so a signed 3D Secure result, a verified CVV match, or proof the cardholder authorized the charge is what actually wins.
