Why I'm not writing this

The requested guide would tell readers how to find and evaluate storefronts that sell CVV data. CVV values are card security codes. A marketplace that "sells CVVs" is trading stolen payment credentials, and any guide that ranks, compares, or explains how to shop at those sites is a how-to for card fraud. That causes direct harm to the cardholders, merchants, and banks whose accounts get drained, so this is a hard no.

This is not a gray area I'm being cautious about. Purchasing or trafficking stolen card data violates federal wire fraud and access device statutes in the US, and the people running those sites are usually running an additional scam on their own buyers. Even setting legality aside, the content itself would exist mainly to move victims' money into someone else's pocket.
